Despite repeated denials by officials of the Federal Investigation Agency (FIA) and members of the Blasphemy Business Group (BBG), the evidence reveals a disturbing and coordinated nexus. This alliance involves rogue FIA officers working in connivance with BBG operatives to honey-trap, abduct, and falsely accuse young Pakistani men and women of blasphemy. The FIA’s cyber crime wing has now been rebranded as National Cyber Crimes Investigation Agency (NCCIA).

Multiple CCTV recordings reveal the inner workings of this operation. Young people are abducted by BBG members through honey-trapping tactics that involve girls directly linked to the gang. BBG’s leadership—chief Advocate Rao Abdul Raheem, second-in-command Sheraz Ahmad Farooqi, Shahzad Khan, Umar Nawaz, and others—play central roles in orchestrating these kidnappings and subsequent killings.

Layyah GC University CCTV Footage

In numerous abduction cases across Sindh and Punjab, victims identified Rao Abdul Raheem, Sheraz Ahmad Farooqi, and their associates as part of the kidnapping squads. Geolocation data from their mobile phones corroborate their physical presence at crime scenes.

Another key form of evidence is CCTV footage of the kidnapping incidents. While several videos show blasphemy gang members whose faces are recognizable to journalists and those familiar with the group—but not necessarily to the general public—one particular video stands out for its clarity. Captured at the main gate of GC University Layyah, a city in southern Punjab, the footage clearly establishes a connection between the honey-trapping girl ‘Imaan’ and two key gang members: Rao Abdul Raheem and Sheraz Farooqi. This CCTV video was recorded at 2:18 PM on March 6, 2024. The footage reveals a white Suzuki Cultus (plate ALA-356, registered to Rao Abdul Raheem) driven by a woman identifying herself to victim Muhammad Umar Liaqat as “Imaan.” Simultaneously, a black Kia Niro (plate RA-22, fraudulently registered under a Toyota), parked nearby, was occupied by unidentified men in plain clothes.

ALA 356 car used by honey trapping girl “Emaan” for kidnapping as seen in the CCTV videos.

Official records showing Suzuki Cultus car with registration number ALA 356 used for kidnapping is registered in the name of BBG Chief Advocate Rao Abdul Raheem.

Sheraz Farooqi stood discreetly across the road, watching as the boy approached the white car. Suddenly, Farooqi and an accomplice from the black Kia moved in, forcefully abducted the boy, and dragged him to the black vehicle. Farooqi then returned to the white Suzuki, took the wheel, and drove off with “Imaan.” Both vehicles fled the scene seconds apart.

The complainant in this case (FIR #52/24), M. Mansoor Khan and both Rao and Farooqi have no link with this case. As in many other cases, this suggests a pattern: BBG members inserting themselves into unrelated cases to carry out their operations.

Sheraz Farooqi has publicly denied that the women involved in honey-trapping are connected to his group. However, this video evidence conclusively establishes their link to BBG leadership.

During the murder investigation of Abdullah Shah—another young victim from Rawalpindi—similar CCTV footage showed his abduction in 2022 in a white Cultus driven by a woman. Police Investigators in the Abdullah Shah murder case had documented the car as matching the same description as this Suzuki Cultus. According to the investigation, BBG Chief Rao Abdul Raheem had invited Abdullah to the F-10 Markaz area of Islamabad using his personal mobile number. Abdullah was abducted from F-10 Markaz the same day, and his body was later discovered in the Bani Gala forest area. Mobile location data confirmed that the phones used by Rao Abdul Raheem were first active in F-10 Markaz and later pinged near the site where Abdullah’s body was recovered.
