Blasphemy Business Group (BBG) chief Rao Abdul Raheem, who—according to Islamabad Police investigations and technical evidence—was a central figure behind the murder of 21-year-old Rawalpindi resident Abdullah Shah, received support from both the higher judiciary and the Cyber Crimes Wing (CCW) of the Federal Investigation Agency (FIA). Fact Focus investigations establish that the objective of the BBG and CCW was to implicate Abdullah’s father in a blasphemy case, using it as leverage to force him into giving a statement in favor of his son’s murderer. The Blasphemy Business Group (BBG) operates with impunity, bolstered by support from the parliament—primarily Pakistan Tehreek-e-Insaf (PTI) legislators—the judiciary, the media, and the executive, particularly the Cyber Crimes Wing (CCW) of the Federal Investigation Agency (FIA).

A sitting judge of the Lahore High Court is continuously facilitating the BBG. Government officials from the CCW of the FIA work in close liaison with members of BBG. This nexus operates in connivance to falsely accuse young individuals of blasphemy and is involved in killings, particularly in covering up murder cases. In one such murder case investigated by the Islamabad Police in 2022, the murder of a 21-year-old young man was established against Rao, the head of BBG. At this point, FIA officials abruptly intervened, despite having no jurisdiction over the case, and provided misleading information to the Islamabad Police. When this attempt failed, the FIA registered a blasphemy case against the father of the murdered boy—who was the complainant in his son’s murder case. Members of BBG, working in close connivance with the CCW of FIA, subjected the father to severe harassment and pressure, ultimately coercing him into giving a statement before the Islamabad Police that allowed BBG chief Rao Abdul Raheem to go free in the murder case.

Syed Abdullah Shah, a 21-year-old medical representative at Getz Pharmaceuticals’ marketing office in Islamabad, left home on June 8, 2022, for work but never returned. His father, Syed Amir Shah, reported his disappearance to the Islamabad Police, setting off a chain of events that would later expose a web of collusion and abuse of power.

The upcoming timeline details how Abdullah’s body was discovered in the forests of Bani Gala and how Islamabad Police identified Rao, the head of the Blasphemy Business Group (BBG), as the central figure behind his murder. It reveals how a backdated, fabricated application was inserted into the blasphemy case file and how an influential BBG member Mudassir Shah, also an FIA officer stationed in Lahore at the time, suddenly intervened to protect Rao. The timeline further outlines how this officer provided Islamabad Police with misleading information—later proven false in court—before being transferred to Islamabad, where his first move was to obtain a search and seizure memo to raid Abdullah’s home and arrest his father under a fabricated blasphemy charge.

How initial Police Investigation proceeded

  • June 08, 2022: On June 8, 2022, Abdullah Shah left his home at 6:30 p.m. to attend to some work in F-10 Markaz, a commercial center of Pakistan’s federal Capital Islamabad. When his family called him at 8:30 p.m., he assured them he would be home in time for dinner. However, he never returned. Growing increasingly worried, his father, Syed Amir Shah, searched for his son in F-10 Markaz and discovered his motorcycle (Honda CD-70, Number: RIO-2357) parked in the parking lot of F-10 Markaz’s mosque. He filed an application at Shalimar Police Station in F-10 on June 9, 2022, formally reporting Abdullah’s disappearance. The FIR (No. 342/22) was registered on June 10, 2022, at 3:00 p.m. (FIR image is given below in the story)

  • June 10, 2022: Muhammad Nawaz Gondal, ASI of Islamabad Police, initiated the investigation. Amir provided two cell numbers (0321-5206308, 0342-9028930) that were in use by his son. Both these numbers were registered in the name of father Amir Shah. The police requested the mobile call data, which revealed that Abdullah’s cell number (0342-9028930) had received calls from 0342-1398846 around the time of the incident. Since Abdullah’s father did not recognize this number, it was considered suspicious. Police requested for the details and call records of the suspicious number 0342-1398846.

  • June 11, 2022: Meanwhile, the police investigator visited F-10 Markaz and met with Mr. Adnan, the security in charge of Al-Maroof Hospital (located near the F-10 Markaz mosque) to review CCTV footage. According to the police report, Abdullah was seen leaving F-10 Markaz at 8:12 p.m. in the CCTV footage in a white Suzuki Cultus. However, the car’s number plate was not visible in the footage. Additionally, two of Abdullah’s friends, Shafiq and Abdul Muqadir, who were present at the scene, stated that the car was being driven by a woman.

  • June 11, 2022: The police obtained ownership details of the suspicious number 0342-1398846 and discovered that it was registered to Nasreen Bibi, a resident of Tehsil Dagar, District Buner, in the Khyber Pakhtunkhwa province. Additionally, five more SIM cards were registered under the same name.

  • June 12, 2022: The ASI of Islamabad Police, investigating the case, obtained the call records of the suspicious number 0342-1398846 and discovered that it had been in contact with two other numbers: 0336-4163305 and 0315-9921522. Both numbers were switched off. The first was registered to Mohsin Sultan from Lahore, while the second belonged to Zahid Ali from Swabi.

Using their national identity card (CNIC) numbers, the police retrieved their family details and reached out to their families. Both families informed the police that the two men had been missing for some time. However, Mohsin’s brother also informed Islamabad Police that he had learned Mohsin had been charged by the FIA Cyber Crimes Wing in an unspecified case and was currently detained in Adiala Jail, Rawalpindi.

This revelation marked a turning point in the investigation, prompting Islamabad Police to contact the Cyber Crimes Wing (CCW) of FIA Islamabad.

When Police Came to know about Rao being the central character in Abdullah case

  • June 12, 2022: The ASI of Islamabad Police contacted Ayaz Khan, Deputy Director of the CCW at FIA Islamabad. Ayaz informed the officer that both Mohsin Sultan and Zahid Ali had been charged with blasphemy and were currently detained in Adiala Jail. He also provided the name and phone number of the complainant in the blasphemy case—Rao Abdul Raheem.

The police officer noted down all the details and then asked a crucial question: ‘There is a suspicious number, 0342-1398846, which remained in contact with these two men as well as the missing boy, Abdullah. Do you know anything about this?

Ayaz Khan’s response proved to be a breakthrough in the investigation. ‘This number is also in use by the complainant in the blasphemy case, Rao Abdul Raheem,’ he revealed, according to the police investigation report.

The response clarified many previously unanswered questions for the police investigator.

  • June 16, 2022: Upon receiving the official records from the FIA, the police discovered that an FIR (No. 73/2022) had been registered at the CCW of the FIA, Islamabad, on May 23, 2022, in response to a blasphemy complaint filed by Rao Abdul Raheem at 1:30 p.m. on the same day. This FIR contained details of various phone numbers that, according to his allegations, were being used to commit blasphemy. Among these numbers was a mobile number registered in the name of Abdullah Shah. It is important to note that the numbers used by the missing Abdullah, as provided to the police by his father Amir Shah, were not included in Rao’s application.

Two of the accused individuals, Mohsin Sultan and Zahid Ali, were also arrested on the same date—Mohsin from Lahore and Zahid from Swabi.

The police summoned Rao Abdul Raheem to appear before them in the Abdullah disappearance case.

  • June 18, 2022: Upon being summoned by the police, Rao first secured a pre-arrest bail from the court of Kamran Basharat Mufti, District and Sessions Judge West Islamabad, before appearing before the investigating officer at Shalimar Police Station.

  • June 19, 2022: As per standard procedure, Shalimar Police Station notified all provincial authorities and the Edhi Center about the missing person, Abdullah. Following this, Sar Gull, an ASI at Bani Gala Police Station, Islamabad, informed Shalimar Police Station about the discovery of a dead body in the forests of Bani Gala near Chak Shehzad that matched Abdullah’s description.

According to official records, on June 16, 2022, a security guard from the National Institute of Health (NIH), Mushtaq Ahmad, discovered a decomposed body in the forest behind the NIH building in Chak Shahzad during his routine rounds. Ahmad immediately reported the discovery to Bani Gala Police Station and provided a statement that the body was severely decomposed and unrecognizable, with the head separated from the body.

Following standard procedures, DNA samples were collected, and the body was buried in the CDA graveyard under the supervision of Bani Gala Police Station. Upon receiving this information, the ASI from Shalimar Police Station, who was investigating the case, visited Bani Gala Police Station with Abdullah’s father, Amir Shah, to identify the clothes of the deceased. However, this did not yield any conclusive results.

Ultimately, it was decided that a DNA comparison between Abdullah’s mother and the buried body would be conducted to confirm the identity.

  • June 20, 2022: The police obtained Rao’s mobile phone and ID card details and submitted an application to retrieve his detailed mobile data.

  • June 22, 2022: Blood samples from Abdullah’s mother were collected for DNA testing. The following day, the investigation officer received the sample parcel from the medical officer and he submitted it to the Punjab Forensic Science Agency (PFSA) in Lahore on June 24, 2022.

  • June 25, 2022: The police investigator interrogated Rao, who had pre-arrest bail until July 15, 2022. In a significant development, Rao admitted during questioning that he had been using the suspicious number 0342-1398846. However, he was unable to explain why he was using a number registered in the name of somebody else. Rao didn’t even know the real owner of the mobile number. The police then submitted another application to obtain the mobile data for two additional numbers linked to Rao: 0300-9800433 and 0334-5375607.

  • July 2, 2022: According to the record of police investigation, the mobile records and data for both of Rao’s mentioned numbers were received, revealing that he had changed the operator of his mobile number 0334-5375607 from Ufone to Zong after being summoned by the police. When a mobile operator is changed, retrieving past call records becomes significantly more difficult.

  • July 5, 2022: Police investigator Muhammad Nawaz Gondal was abruptly transferred, and the case was reassigned to Inspector Munir Khan at Shalimar Police Station.

  • July 14, 2022: Inspector Munir Khan, the lead investigator, obtained the records of Rao’s mobile number 0334-5375607 and the suspicious number 0342-1398846, which Rao admitted to using. The records revealed that both numbers were in Islamabad’s F-10 sector at the time of the incident.

Furthermore, police investigations confirmed that both numbers moved in the same direction. On the night of the incident, they traveled towards Islamabad’s Murree Road, then took a left turn from Rawal Dam Chowk onto Park Road. Rao switched off one of his numbers, 0342-1398846, near Rawal Town, which is on the right side of Park Road. NIH, the area where a dead body was discovered, is located on the left side of Park Roadsome three kilometers after Rawal Town. (It was later revealed that this was Abdullah’s dead body)

After NIH, Park Road continues for a short distance before ending at Lehtrar Road, where one can turn either left or right. A left turn leads to the small town of Nilore. That night, Rao’s other number, 0334-5375607, was traced to Nilore, marking a critical development in the investigation.

The rout to the woods of Bani Gala – How it happened on the night of June 08, 2022

  • July 15, 2022: Inspector Munir Khan presented this record before the court, and the Honorable Judge scheduled the next hearing for July 27, 2022.

At this stage of the investigation, Rao had emerged as a central figure in the case, and the police were convinced that everything revolved around him.

  • July 25, 2022: Inspector Munir Khan obtained permission from the Honorable Judge to interrogate Mohsin Sultan and Zahid Ali at Adiala Jail, where they were being held in connection with FIA Cyber Crime case 73/2022. Both individuals were questioned separately.

During the interrogation, Mohsin Sultan and Zahid Ali stated that they had received calls from the number 0342-1398846—the same suspicious number that surfaced during Abdullah’s case investigation and was linked to Rao. They claimed the calls came from a woman who lured them into a trap and led them to FIA CCW officials in a car.

  • July 27, 2022: Police investigation until this date was presented before the court which gave August 13, 2022 as the next date of hearing.

How Cyber Crimes Wing officer of FIA Lahore tried to mislead Islamabad Police

  • July 27, 2022: An officer in the CCW of the FIA Lahore, closely associated with Rao, provided him with information to share with the police investigating Abdullah’s case.

(At this point, Islamabad Police was still uncertain whether Abdullah was missing or had been killed. However, subsequent events revealed that certain individuals already knew of his death.)

During the interrogation, Rao shared this information with Inspector Munir Khan, who documented it in the case file and then traveled to Lahore to meet with the CCW officials of the FIA Lahore.

  • July 28, 2022: Inspector Munir Khan submitted an application to the Additional Director of Cyber Crime FIA Lahore, stating that he was investigating the disappearance of Abdullah Shah. In the application, he listed three mobile numbers used by Abdullah: 0321-5206308, 0342-9028930, and 0314-5816803. In light of the information provided by Rao, he requested technical reports for the cell numbers of certain individuals accused in a blasphemy case at the CCW of FIA Lahore.

A key point to keep in mind throughout this case is that the first two numbers, 0321-5206308 and 0342-9028930, were not mentioned in the blasphemy complaint filed by Rao on May 23, 2022. These numbers were registered in the name of Abdullah’s father, Amir Shah, but were regularly used by Abdullah— a common practice in many Pakistani households where young family members use SIM cards registered in their parents’ names.

Rao only became aware of these numbers and their registration under Amir Shah’s name after he was named a suspect in Abdullah’s disappearance case.

The third number, 0314-5816803, was registered in Abdullah’s own name and was the only number from the family that appeared in Rao’s original complaint.

The essence of the information provided by Mudassir Shah of the Cyber Crime Wing FIA Lahore, through a 50-page technical report to Islamabad Police on August 11, 2022, was that in an unrelated blasphemy case he was investigating, he discovered that the missing person, Abdullah Shah, was part of a WhatsApp group. Abdullah had joined the group using his mobile numbers and a fictitious name, along with other individuals, including one Nazakat Ali from Sindh, who was also using a fake identity. Mudassir Shah claimed that at the time of Abdullah’s disappearance, Nazakat Ali was sharing details about Abdullah and his location with an unknown individual. He tried to suggest to the police investigator that Nazakat had some involvement in Abdullah’s disappearance. Additionally, he referenced some communications and messages from other accused individuals in separate blasphemy cases.

Inspector Munir Khan, however, did not see any direct connection between the screenshots provided in Mudassir Shah’s report and Abdullah’s case. To clarify the implications, he called Mudassir Shah for further explanation. Since the information was being provided officially, Munir Khan included Nazakat as a suspect in his investigation. He also visited Lahore Jail to interrogate other individuals named in the report. Despite Mudassir Shah’s efforts, Inspector Munir could not extract any substantial evidence from Nazakat Ali or the other detainees linking them to Abdullah Shah’s murder.

This turn of events was alarming for BBG, which was closely monitoring the investigation. Despite intense pressure from the legal community, the baseless allegations against Nazakat, and his background as a financially struggling young man from Sindh with no links to Islamabad, the judge ultimately acquitted him due to insufficient evidence on December 15, 2022. Regardless of how Rao and Mudassir Shah tried to frame the case, Nazakat Ali, in his statement, explained his real connection to the events. He stated that he was in contact with a girl named Imaan, with whom he had planned to leave Pakistan and settle in Spain. Nazakat recalled, “Imaan sent me a phone number from Spain and told me to save it as the contact of the person who would help us settle once we arrived there.” He further explained that he received a “hello” message from this number before being added to a WhatsApp group and given admin privileges. Immediately afterward, the user of the Spain number removed himself from the group.

This is how BBG operates.

Many remain unaware that during a court trial, Rao himself admitted that the Spain number in question belonged to him.

  • August 4, 2022: Given the critical nature of the case, Inspector Munir Khan traveled to District Buner, Khyber Pakhtunkhwa, to investigate Nasreen Bibi, in whose name the suspicious number 0342-1398846 was registered. The investigation revealed that Nasreen Bibi had neither registered nor used the number. This was further corroborated by her relatives.

As a result, it was conclusively established that Rao had been using a number registered in her name with malicious intent—an unauthorized SIM and a WhatsApp account linked to it. During the investigation, Rao confessed to this.

  • August 19, 2022: Although the Punjab Forensic Science Agency (PFSA) had informed Islamabad Police on August 8, 2022, that the DNA from the recovered body matched Abdullah’s, an official written report was received by Shalimar Police Station on this day.

As a result, FIR No. 342/22, initially registered as a disappearance case, was converted into a murder case with the inclusion of Section 302 of the Cr.P.C.

  • August 2022: With a pre-arrest bail, the central figure in the murder case, Rao, appeared before the police accompanied by several lawyers and a man named Rizwan Ahmad Saifi. Rao claimed that at the time of the incident, he was visiting Rizwan Saifi’s office in the Nilore area and presented a USB and a hard drive as supposed evidence of his presence there.

However, this attempt to create an alibi failed miserably. While the footage may have confirmed his presence in Nilore, this evidence was only authenticating his presence in that area without negating his connection to Abdullah Shah, his role in summoning Abdullah to F-10 Markaz, his presence there at the time of the incident, or his movements toward the location where Abdullah’s body was found.

As the Nazakat ploy failed, Mudassir Shah was mysteriously transferred to CCW Islamabad

Amidst this crisis for BBG, Mudassir Shah was suddenly transferred to CCW Islamabad—an abrupt move for which no viable explanation exists to this day. However, official records reveal that an FIA officer, who had no direct involvement in the Islamabad murder case, had been actively attempting to sabotage the police investigation while stationed in Lahore. Upon his arrival in Islamabad in the second week of September 2022, the first thing he did was to apply for a search and seize warrants against Amir Shah (Abdullah Shah’s father), directly implicating him in the same blasphemy case by charging him with blasphemy of the Holy Prophet Muhammad (PBUH). He successfully obtained approval for the search warrant memo from Muhammad Shabbir, Judicial Magistrate – West, Islamabad, on two occasions (September 15, 2022, and September 19, 2022), stating the need to search Amir Shah’s residence and seize electronic and digital devices. He further mentioned that this was necessary as the Cyber Crime Islamabad Circle is investigating a blasphemy case registered under FIR No. 73/2022 at the FIA Cybercrime Reporting Centre, Islamabad and want to proceed to interrogate Amir Shah under Section 11 of PECA, 2016, read with Sections 295-A, 295-B, 295-C, 298, 298A and 109 PPC.

Mudassir Shah, in an attempt to outmaneuver the investigation, devised a strategy based on the ownership of a SIM card. One of the cell numbers, which had been used by the already deceased Abdullah Shah and was allegedly involved in blasphemous communications, was registered under Amir Shah’s name. Mudassir Shah planned to exploit this by accusing Amir Shah of committing blasphemy against the Holy Prophet Muhammad (PBUH) solely on the basis of SIM card ownership. His objective was clear—to apply pressure on Amir Shah, forcing him to give a statement favorable to the head of BBG during the police investigation. The tactic worked.

As a lawyer, Rao knew that rather than pressuring Amir Shah into a compromise and seeking forgiveness under Islamic laws, a more effective strategy would be to coerce him into giving a statement before the police. If Amir Shah could be forced to declare that his initial accusation was misplaced and that he was now convinced Rao had no involvement in his son’s murder, it would provide Rao with a permanent clean slate.

Meanwhile, another suspicious development occurred. A backdated supplementary application, dated May 31, 2022, was inserted into the FIA case file of FIR 73/2022 as revealed by members in Rao’s close circle. This document included two phone numbers that Amir Shah had provided to the police at the time of Abdullah’s disappearance—numbers registered in Amir Shah’s name but used by Abdullah. The fabricated application indirectly implicated Amir Shah in blasphemy by associating these numbers with the alleged crime. However, while manipulating FIA records, Mudassir Shah failed to update the corresponding court records with this supplementary application. During the Fact Focus investigation, legal experts thoroughly reviewed the complete court records, and no such backdated supplementary application was found.

Fact Focus made repeated efforts to speak to the relevant FIA officials but none was ready to speak on the record about this issue.

Mudassir Shah raided Amir Shah’s house and confiscated mobile phones and other digital devices while Amir Shah was not at home. He then called Amir Shah and ordered him to appear at the FIA office as soon as possible for further investigation.

According to the family members of Amir Shah, members of BBG confronted Amir Shah immediately after Mudassir Shah’s raid, threatening him with dire consequences, including blasphemy allegations against his other son and daughter. Rao’s accomplices explicitly warned Amir Shah that if he did not appear before the police investigator and state that, based on the investigation so far, he was convinced Rao was not involved in his son’s murder, his other children would be killed under the same blasphemy charges.

Under duress, Amir Shah was forced to submit affidavits from other family members, stating that the mobile number in question was not in his use but was instead used by his deceased son, Abdullah Shah.

On one hand, Amir Shah was already devastated by the murder of his son just a month earlier. On the other hand, he now faced blasphemy allegations against himself, along with death threats against his remaining children from BBG members. Fearing for their lives, Amir Shah immediately complied with all of Mudassir Shah’s demands, submitting affidavits from himself, his family, and his sister.

September 27, 2022: After successfully intimidating and coercing Amir Shah, BBG achieved one of the most unusual outcomes in Pakistan’s history of blasphemy cases. Despite formally accusing Amir Shah of blasphemy against Prophet Muhammad (PBUH)—a charge that typically results in immediate arrest—Mudassir Shah did not detain him. Instead, he instructed Amir Shah to obtain bail from the FIA court. Consequently, Amir Shah secured bail from the court of Raja Asif Mahmood, Special Judge Central, Islamabad. Initially granted until October 11, 2022, the bail was later extended.

According to Amir Shah, as the primary caretaker of his elderly parents and the sole breadwinner for his family, he had no choice but to give in to BBG’s demands to protect his remaining children. Under extreme duress, he appeared before a police investigator on October 16, 2022, and gave the statement dictated by BBG. The statement can be read in the following image.”

Inspector Munir Khan was confident in the strength of his investigation and intended to present it in court. However, according to him, he was left with no legal recourse after Amir Shah made a compromise by providing the statement demanded by the Rao group.

All courts, all judges, all relevant officials in Islamabad were aware of the situation and the cruelty inflicted upon Amir Shah, yet they chose to remain silent spectators.

No judge in the country would dare deliver justice even in the face of such blatantly false blasphemy accusations.

In a recent interview with senior journalist Azaz Syed on the program Talk Shock, Rao Abdul Rahim claimed that if any compromise was made in a murder case, the relevant documentation should be brought forward.

Fact Focus has now obtained and made available the document that Amir Shah was coerced into signing. With the help of Mudassir Shah, Rao Abdul Rahim manipulated Amir Shah into retracting his accusations against him before the police investigator, ensuring that no record or acknowledgment of this compromise was made in court.

Lahore High Court Judge Ch. Abdul Aziz is a known associate and senior of Rao Abdul Rahim, with a long history of collaboration. Rao and Ch. Abdul Aziz, both radical blasphemy activists and lawyers, were involved in fabricating a false blasphemy case against 11-year-old Rimsha Masih, a Christian girl from Islamabad, in August 2012. Despite the fact that a judicial inquiry proved the case against Rimsha was entirely fabricated, Ch. Abdul Aziz was appointed as a High Court judge within four years—an outcome that underscores the failure of the justice system.

Despite his role as a blasphemy activist in the internationally escalated and fabricated case against Rimsha Masih, the majority of blasphemy-related cases are still fixed in Ch. Abdul Aziz’s court. His history as a blasphemy activist and his involvement in so many blasphemy cases raises serious concerns about his impartiality and judicial ethics. Presiding over these cases is a violation of acceptable judicial norms globally.

His bias against those accused of blasphemy is so blatant that he often disregards opposing counsel and ignores all evidence. In the recent blasphemy case of Ahmed Satti (FIR No. 119/2022, FIA Rawalpindi), Ch. Abdul Aziz unnecessarily held the bail rejection order for four months before finally rejecting Satti’s bail. Eventually the Supreme Court ruled on the same case that no material had been presented to link the petitioner to the alleged offenses, granting bail in the Court of Justice Ayesha Malik.

In April 2023, observing malicious and suspicious activities in the Cyber Crimes Wing of the FIA, Justice Babar Sattar of the Islamabad High Court (IHC) directed the FIA to cease work on PPC cases and focus solely on PECA-related matters. Instead of challenging this order in the IHC or taking it to the Supreme Court, BBG once again brought the matter before the Lahore High Court, reportedly anticipating that it would be assigned to Justice Ch. Abdul Aziz. As expected, Justice Ch. Abdul Aziz ordered the FIA to resume work on PPC cases, effectively bypassing the judgment of the other high court without providing any clear rationale.

When Islamabad police were nearing the conclusion of their investigation against Rao in Abdullah Shah’s murder case, Rao rushed to his mentor’s court and filed a bizarre petition, complaining that the FIA—who had already been working closely with him—was not properly investigating the blasphemy cases. He requested that appropriate actions be taken by the FIA. In response, Ch. Abdul Aziz ordered the creation of blasphemy cells across the country. The proceedings of this case by Justice Ch. Abdul Aziz was clearly meant to give a media hype to Rao Abdul Raheem and to pressurize Islamabad Police officials.

In July 2024, Fact Focus reported on the operations of the blasphemy business group in Pakistan, detailing the group’s victims, including 400 young boys and girls. The report also provided evidence on how the blasphemy group operates, how it traps youngsters, and its financial dealings. Additionally, Fact Focus released an exclusive report from the Punjab Police Special Branch, corroborating the information shared in the report. However, one significant point regarding a murder allegation against Rao—leveled by the Special Branch—was not included in the initial FactFocus report. This report now provides conclusive evidence linking Rao to the murder of Abdullah Shah, as disclosed in the Punjab Police Special Branch report.

Once again, when Rao found himself cornered by mounting evidence from Fact Focus and the Special Branch, he rushed to his mentor’s court for rescue, seeking to challenge the validity of the Special Branch report and an National Commission for Human Rights (NCHR) report findings about blasphemy victims, which had already been validated through the evidence provided by Fact Focus.
