Official records and verified evidence reveal that FIA officers are not just colluding with extremist groups like the Blasphemy Business Gang—they’re acting as blasphemy vigilantes themselves. The evidence suggests that FIA officials are pushing for the extrajudicial killing of accused individuals based solely on allegations—without legal representation, due process, or trial.

Evidence further shows that during the hearing of the Blasphemy Commission case at the Islamabad High Court (IHC), FIA Lahore officers attempted to coerce testimonies from victims’ families to mislead the court in favor of FIA officials. Another senior FIA Lahore officer Chaudhary Sarfraz was also recorded publicly threatening lawyers who were representing individuals accused of blasphemy. Case files and communication records document how a former FIA Lahore officer Mudassir Shah deliberately misled Islamabad Police in a murder investigation to shield the head of the Blasphemy Business Group (BBG). Later, after joining FIA Islamabad, the same officer falsely implicated the murdered boy’s father in a blasphemy case, and the father—under threat and pressure from known associates of the officer—was compelled to give a statement in favor of the alleged killer (BBG Chief, Advocate Rao Abdul Raheem), whom police had already identified as the prime suspect. FIA’s Cyber Crimes Wing has been transformed into National Cyber Crimes Investigation Agency (NCCIA) now.

Victim Families Coerced into Endorsing FIA Officials

After questions were raised during Islamabad High Court (IHC) hearings about the collusion between FIA Cyber Crimes Wing officials (now NCCIA) and extremists from the BBG to entrap accused individuals, FIA officials began contacting victim families—pressuring them to issue statements in support of the agency’s officers.

These families, already living in fear, are highly vulnerable to harassment and manipulation. However, as a new wave of intimidation began, some families started recording their interactions.

In the following excerpt, FIA Lahore official Naveed Aslam is heard instructing a member of a victim’s family to provide a favorable statement. For security reasons, the family member’s voice has been removed from this clip. The full, unedited audio is available for review by any authorized commission.

Naveed, an FIA officer, called a member of the victim’s family and said: “Do you know there’s a conspiracy being run against the FIA? That we fabricate blasphemy cases, demand money, and release those who pay? As you know, this is a conspiracy against us. You need to write a statement and send it via WhatsApp. Later, I’ll also need it by post. The statement should say that I never asked you for money.”

The family member, who had himself been arrested in a false case of blasphemy against the Holy Prophet Muhammad (PBUH), pushed back. He reminded the officer that he had been falsely accused and that his life had been devastated as a result. In response, Naveed claimed that since the courts had eventually released him, and he (Naveed) had also given a statement in his favor in court, the matter should be considered resolved.

But the boy firmly replied: “YOU HAVE IMPLICATED ME IN THE CASE OF THE BLASPHEMY OF HOLY PROPHET MUHAMMAD (PBUH). YOU ARRESTED ME IN THE CASE OF THE BLASPHEMY OF PROPHET MUHAMMAD (PBUH).“ AFTER ALL THAT, NO ACT CAN HEAL THE WOUNDS.

The family member further argued that during his arrest, he was in jail and could not have been directly asked for money. He said it was his father and brothers who had remained in contact with the FIA. Naveed acknowledged this and said he would also “speak” to them, yet he continued to insist that the boy send the requested statement via WhatsApp.

Open Threats to Lawyers By a Senior FIA Officer at a Public Meeting Hosted by Religious Extremists — and a Display of Loyalty to the Organization’s Founder

Tehreek-e-Labbaik Pakistan (TLP) is a religious extremist and a terrorist group with a history of inciting violence, including open calls for the beheading of citizens. Its members have so far killed dozens of innocent Pakistani citizens. Just months ago, it even called for the beheading of the then sitting Chief Justice of Pakistan. Despite this, the organization has continued to operate with impunity, protected by powerful patrons.

While delivering a presentation on blasphemy cases at a public meeting organized by this group TLP a few weeks ago, Chaudhary Sarfraz, Assistant Director of the FIA Cyber Crimes Wing (now NCCIA) Lahore, openly threatened lawyers, warning them not to represent individuals accused of blasphemy. He declared that by doing so, they would be inviting the wrath of Allah and His Prophet Muhammad (PBUH), stating: “Lawyers should not disgrace themselves in the house of Allah and His Messenger Muhammad (PBUH).”

After issuing these threats, Sarfraz added that if a lawyer genuinely believes an accused person is innocent, they may represent them. However, he prefaced this by asserting that all blasphemy cases are “100 percent correct” and that every accused individual is “100 percent a blasphemer.” He even invited lawyers to visit his office to examine what he claimed was irrefutable evidence. Sarfraz said that he would not stop his actions “even if the whole world tries to stop” him.

At the same public meeting, Sarfraz made a series of sensational claims, alleging that an international mafia is conspiring against Pakistan in the modern era by targeting the country’s youth. He claimed that this mafia seeks to control Pakistan by exploiting the “weak minds” of young people, primarily through the promotion of sexual activity. According to Sarfraz, the mafia gives explicit “targets” to youngsters—telling them to engage in specific sexual acts, record the encounters, and upload the videos in a prescribed manner.

He further claimed that these youths are promised a meeting with Satan if they successfully complete the assigned tasks. Sarfraz concluded this segment of his speech by asserting that such meetings with Satan are ultimately arranged via WhatsApp.

While nearing the conclusion of his speech, senior FIA officer Chaudhary Sarfraz expressed homage and gratitude to Saad Rizvi, the leader of the extremist group TLP. He went on to publicly acknowledge that he, along with another individual named Chaudhary Ijaz, were devoted followers of Khadim Rizvi—the late founder of TLP and father of Saad Rizvi.

A review of dozens of blasphemy cases registered over the past three years—targeting hundreds of individuals, including more than 400 young and educated boys and girls—reveals not a single instance supporting claims of an “international mafia” or alleged meetings with Satan. Even if there were a shred of truth to such claims, in any civilized country, those affected would be provided with mental health care and psychological support, not prosecuted under laws where the only punishment is the death penalty. Ironically, the official making these claims acknowledged that such narratives stem from an international conspiracy—yet in the same breath, admitted that he and his organization are actively furthering the agenda of these so-called conspirators against Pakistan.

FIA Officer Mudassir Shah Filed False Blasphemy Case Against Father Who Reported Son’s Murder by Blasphemy Gang Chief Rao Abdul Raheem

On May 23, 2022, the BBG chief Advocate Rao Abdul Raheem, filed a blasphemy complaint with the FIA against Abdullah—a 21-year-old resident of Rawalpindi—and several others. The FIA registered an FIR (No. 73/2022) the same day. Using his personal mobile phone, Rao Abdul Raheem called Abdullah and asked him to meet him at F-10 Markaz in Islamabad on June 8, 2022. Abdullah disappeared that day.

A few days later, a body was discovered in the forests of Bani Gala. DNA testing confirmed it was Abdullah. Geolocation evidence showed that Rao Abdul Raheem, who had called Abdullah from his home, had traveled in the direction of the location in Bani Gala where Abdullah’s body was found. Abdullah’s father, Amir Shah, became the complainant in the murder case of his son.

As Islamabad Police investigations began uncovering these facts, FIA Cyber Crimes Wing Lahore officer Mudassir Shah intervened and attempted to mislead the investigators. When his efforts failed, he arranged for his own transfer to FIA Islamabad and promptly registered a false case of blasphemy of Holy Prophet Muhammad (PBUH) against Amir Shah. The basis for this charge was that the phone used by the deceased Abdullah was registered in Amir Shah’s name.

Subsequently, members of the blasphemy gang contacted Amir Shah and pressured him to record a statement before the murder investigation officer, asserting that he no longer believed Rao Abdul Raheem was involved in his son’s murder. Amir Shah was told this was the only way FIA officer Mudassir Shah would withdraw the blasphemy charge against him—and that, otherwise, his other children might also face death penalty charges in the same case.

Amir Shah complied with the demand, and the blasphemy case against him was dropped.

During a hearing of a blasphemy case in the Lahore High Court, a contempt of court notice was issued against Muhammad Iqbal, Deputy Director of the FIA Cyber Crime Wing, for bringing unidentified individuals into the courtroom with the sole intent to intimidate the court. Iqbal was also caught secretly recording the proceedings. It is alleged that he intended to share this footage with extremist groups, potentially putting the presiding judge at risk of retaliation should the court grant any relief to individuals accused of blasphemy. This detail was also reported by Fact Focus in July last year.
